Background of the Study
The pursuit of inclusive governance in emerging democracies has become a central focus of contemporary political discourse. In Abakaliki Local Government Area of Ebonyi State, local government policies have been introduced with the intent to enhance political inclusion and ensure equitable representation of marginalized groups. Over the years, reforms aimed at decentralizing power have sought to address historical exclusions by integrating diverse community voices into the decision‐making process. Recent studies indicate that while these policies are well‐intentioned, their implementation often faces challenges such as administrative inertia, resource constraints, and local power dynamics (Ade, 2023). Furthermore, the dynamic interplay between traditional authority structures and modern political frameworks in the region complicates the achievement of full political participation (Okafor, 2024). Scholars argue that continuous monitoring and adaptive strategies are essential for bridging the gap between policy formulation and real-life outcomes (Chukwu, 2025). Statement of the Problem
Despite the introduction of progressive policies aimed at fostering political inclusion in Abakaliki, significant gaps persist between policy intent and practical outcomes. Evidence suggests that bureaucratic inefficiencies, limited resources, and resistance from established power structures hinder effective implementation. Marginalized groups remain underrepresented, and community engagement is sporadic. This disconnect raises critical questions about the accountability and adaptability of local government institutions in ensuring genuine political participation. Addressing these challenges is vital for the credibility of democratic processes and sustainable local development (Ade, 2023; Okafor, 2024).

Research Hypotheses:
